This is completely normal. This active ingredient is healing propolis, a natural antibiotic and antifungal.
Propolis is used in traditional and alternative medicine for a wide range of applications, including preventative and therapeutic use for skin irritations, inflammations, and injuries.

Apply a small amount to your lips with your fingertip or a brush as needed.
It can also be used as a base under lip makeup for very dry lips.
In this case, please allow the lip balm to absorb slightly and then apply your lip makeup as usual.
